Your blog can be viewed in your profile but you can not start to write one from that particular menu.
In order to write a blog or "u report" you need to click the Ureport menu item on top of the web site after you login. The top menu has other unique features such as photo galleries, invite feature, member list for adding friends (connections) and of course this forum which you already discovered.

Registration is free and required for profile and blog features.
